Principal, Probity Consultants International
Ray Bange is a civil engineer with a unique anti-corruption background, having worked for many years with the elite Hong Kong Independent Commission Against Corruption (ICAC) and the Crime and Misconduct Commission (CMC) Queensland. He currently is the Principal of Probity Consultants International, which provides consultancy services to both government and private sector clients.
Prior to his work with the ICAC and CMC, Ray was the Executive Director of one of Hong Kong's largest construction groups, following earlier roles as Chief Executive of QSearch and as Foundation Head of the School of Civil Engineering at the Queensland University of Technology. He is a former Queensland President and National Councillor of the Institution of Engineers, Australia.
Ray’s engineering background was particularly significant in developing ICAC anti-corruption strategies for the infrastructure sector in Hong Kong which has been home to some of the largest development programs in the world. He has served as the principal ICAC advisor to government and public sector bodies, such as the Airport Authority, Mass Transit Railway Corporation, China Light and Power, Hong Kong Housing Authority and the Hong Kong Jockey Club.
His work has ranged from advising on tendering procedures and contract negotiations for multi-billion dollar construction projects associated with the giant Hong Kong Airport development project, establishing rigorous quality assurance programs for housing developments, helping to develop a Code of Practice or providing technical advice in complex fraud and corruption investigations. He has conducted extensive system reviews of the construction and infrastructure sector and was responsible for the development of ICAC best practice corruption prevention strategies across a wide spectrum of business activities. More recently, he was a principal contributor/author of several advisory publications including the CMC publications — Public-private partnerships: identifying governance risks (with Dr S Weierter) and Fraud and corruption control: guidelines for best practice. He was a major contributor to the joint Queensland Purchasing and CMC publication Ethics, Probity and Accountability in Procurement which provides best practice procurement guidelines for the public sector in Queensland. |
