Professor Stephen Bartos
Director, Allen Consulting Group
Stephen Bartos is a Director of the Allen Consulting Group (ACG) and leads its Government practice. His recent projects, include a comprehensive review for the Australian Securities and Investments Commission of stakeholder views of financial markets and market regulation, studies for AWB Limited of the grains supply chain and wheat industry good services, and a review for a Council of Australian Governments Steering Committee of mutual recognition of occupational licences by the states and territories.
He joined ACG from the post of Professor of Governance and Director, National Institute for Governance, at the University of Canberra. He is author of Against the Grain — The AWB Scandal and Why it Happened (UNSW Press, 2006) and the reference manual Public Sector Governance — Australia (CCH, 2004) together with numerous articles.
He previously worked in the Commonwealth Government for some 25 years,15 of them at senior executive level. He was Deputy Secretary, Department of Finance and Administration, where as head of Budget Group he was responsible for fiscal and economic policy advice, budgeting and reporting on Commonwealth expenditures and non-tax revenues, accounting policies, government businesses and a range of associated functions.
Prof Bartos has held other senior positions in the departments of Finance, Transport and Communications, Housing and Construction, and the Public Service Board. When convener of the Commonwealth’s Management Improvement Advisory Committee, in the late 1980s, he developed leading-edge policy for government on performance management, evaluation, competitive tendering and public-private partnerships.
